關於與聯合國教科文組織聯繫的一點想法與建議

【明慧網2003年7月19日】鑑於中國國內大批大、中、小學學生、教師及學校工作人員因修煉法輪功而遭到退學、開除、非法監禁等迫害，鑑於聯合國教科文組織（UNESCO）在世界所具有的影響力，建議所有教育人權遭迫害的當事人或他們的親屬，朋友寫信給聯合國教科文組織，以大法弟子無私的純正心態（而不是依賴常人正法的心態），向聯合國教科文組織揭露發生在中國的對法輪功的迫害，講清真相。

1、聯合國教科文組織的基本概況及部份通訊地址

（1）聯合國教科文組織的組成和運作

教科文組織由三個部份組成：

大會，由全體會員國組成，是教科文組織的最高權力機構，一般每兩年召開一次。教科文組織的計劃與預算，按一國一票的原則由大會投票通過。

執行局，由58個會員國的代表組成，一般每年開會兩次，是一個行政機構，為大會的召開作準備，並負責大會決議的有效實施。

秘書處，是本組織的執行機構，全體工作人員在當選後任期六年的總幹事的領導下實施會員國大會通過的計劃。（機構設置圖見後）

現任總幹事為松浦晃一郎，於1999年當選，任期六年。秘書處由1514名國際公務員，專業人員和一般事務人員組成，近645人在本組位於世界各地的73個總部外辦事處任職。

向UNESCO譴責邪惡鎮壓的基本程序（僅根據經驗）：
首先寫信給有關機構，揭露邪惡。
若有關機構準備受理，便會回信，並附有正式表格待填寫。
填好表格再寄回該機構
該機構在例會時根據填寫好的表格討論是否正式採取行動。

2、有關的幾點建議：

初始材料的準備：
材料要有重點，要集中揭露邪惡違反教育，科學，文化及有關方面的人權的罪行，這樣才能引起UNESCO的重視，UNESCO也才能站出來說話。
這裏提供幾個聯合國有關教育，科學，文化方面人權的決議（也是中國政府簽署了的決議），作為譴責邪惡的依據：聯合國教科文組織曾就一位國內法輪功學員（大學生）受迫害一事指出：[中國政府]的所作所為，違反了聯合國制定的接受教育權利（the right of education）[1]，共享科學進步的權利（the right to share in scientific advancement）[2]，自由參與文化生活權利（the right to participate freely in cultural life）[2]，知訊權，包括自由表達意見的權利（The right to information， including freedom of opinion and expression）[3]，思想，意識，宗教自由的權利（the right to freedom of thought， conscience and religion）[4]，通過媒體、不分國界地尋找、接受以及傳播信息和觀點的權利（the right to seek， receive and impart information and ideas through any media regardless of frontiers）[3]，保護因科學，文學或藝術作品而帶來的精神和物質利益的權利（the right to the protection of the moral and materials interests resulting from any scientific， literary or artistic production）[2]以及為了與教育，科學，文化以及信息相關的活動而自由集會和聯絡的權利（the right to freedom of assembly and association for the purposes of activities connected with education， science， culture and information ）[5]。

因為UNESCO在決定採取措施前，要反覆論證，所以，材料提供人要考慮到後續的工作是否方便，即要考慮到能否接到UNESCO的回函，能否填完表，並再次寄給UNESCO.這樣看來，國外同修（以親屬，朋友的名義）似乎比國內同修更方便些。如何突破對國內同修的限制，值得探討。

是否有可能將國內一些典型受迫害的事例收集在一起，以一個組織（？）/團體的名義提供給UNESCO，並要求聯合國出面干預？可嘗試。

材料的郵寄：
材料郵寄要有足夠的面，這個「面」包括一切有關的地區以及同一地區的所有相關的人，上級以及下級。如在寫信時，可同時發給在法國的總部，也發給其他地區的分部，甚至包括了UNESCO在中國的機構（但也不可過多，要掌握好，不要造成「炒作」的負印象），建議在每封信中將所有的其他接此信的人寫在cc中。這樣，上/下級接信後，不可不重視，因為他知道他的下/上級也接到了。總之，引起他們的重視程度，防止因個別人的不負責而被忽略。

因為UNESCO工作人員會有變動，所以要常核對。

以掛號信郵寄為好。若沒收到回信，可去信詢問，詢問時可附上最新的有關訊息及材料
